The Encinitas City Council subcommittee on Community Choice Energy met today. The subcommittee consists of Mayor Catherine Blakespear, Council Member Tasha Boerner Horvath, and Environmental Commissioners James Wang and Leah Bissonette. Crystal Najera of the Encinitas City staff, and staff from Oceanside, Carlsbad, and Solana Beach also attended. Harold, a new member of our Encinitas team spoke on our behalf during public comment. In short, we achieved a reset on moving toward a jointly funded technical (aka feasibility) study (see schedule chart below). A package (purpose of a technical study outlined, cost sharing numbers for each city, intent to issue RFP for consultant) will be ready in 4-6 weeks. Then each city can decide, at whatever decision-making level is necessary, to say they are in or out with doing the study. Encinitas and Oceanside are confident that this will go smoothly at that point. Solana Beach is keeping the door open to the joint powers authority approach but right now is still pursuing the option of working with a turnkey operator to run their CCE.
